It seems these are not posted clearly or in an easy spot for those who need to know them. The rules are very simple and serve one major purpose: safety. We do not want to see people get hurt in this sport. Surrender, or Safety, kills are a way to make sure people are using safe judgment when playing this sport. Instead of typing out the rule itself, I am going to relate it to you, the player, in a number of situations in-game.
These are not OFFICIAL RULES but more of a Public Service Announcement, ironically, about using common sense...
Situation #1
Player 1 is rounding the corner of a building. Behind an AC Unit there is Player 2 of the opposing faction. There is only 5-10 feet between the players, and both are using high powered AEGs. Player 1 has no idea that Player 2 is behind the AC Unit.
Result #1
Player 1 rounds the corner of the building. Player 2 yells out "Surrender!". Player 1 is taken completely by surprise and calls himself out. At that range, even a stock Tokyo Marui has the potential to inflict damage. The smart player would respect the safety kill.
Result #2
Player 1 rounds the corner and notices Player 2's gun barrel and arm sticking out. Both players shout "Surrender" at each other. Again, at those ranges any gun is going to cause damage, and both players honor the safety kills. They walk back to their respective respawns or don their kill rags and wait for a medic.
Result #3
Player 1 rounds the corner and notices Player 2's gun barrel and arm sticking out. Player 2 has not yet noticed Player 1 coming around the corner and Player 1 shouts "Surrender!". Player 2 is now out and dons his dead rag or walks back to respawn. The smart player would respect the safety kill.
Result #4
Player 1 rounds the corner and notices Player 2's gun barrel and arm sticking out. Player 2 sees Player 1 round the corner. Both players shout "Surrender!" but Player 2 pops off three rounds after Player 1 does not honor the safety kill. Player 1 is now dead and Player 2 continues to play. A Safety Kill is not an automatic kill, like a hit, and gives the player the option to make the safe choice. This result is not encouraged. Please honor the safety kills, for your own safety.
Situation #2
Player 1 is sneaking around the enemy base. He only has a pistol that is currently holstered so that he can move quicker. He is able to sneak up on Player 2 who has his back to him. When Player 1 steps on a stick, Player 2 turns around with his own gun raised.
Result #1
Player 2 sees Player 1 and pops off three rounds on instinct, despite the short distances. Even if Player 1 shouts "Surrender" as soon as Player 2 turns around, Player 1 is hit and dead. His "Surrender" does not count.
Result #2
Player 2 sees Player 1. He is taken by surprise. Player 1 shouts "Surrender" at him without his own gun raised. Player 2 sees this and calls his own surrender. In this situation, conflict can arise, and is not encouraged. However, because Player 2 had his gun at the ready and is looking down the sights, his safety kill is valid and Player 1 is out.
Result #3
Player 2 sees Player 1 sneaking up on him. Player 1 has drawn his pistol and shouts "Surrender!" at the same time as Player 2, who has his own weapon raised. At this point, both players should honor the safety kill as neither had the obvious drop on the other. Both players should don their dead rags or walk back to their respawns.
There are other variants of this rule and it changes on the situation, however I hope that these 7 results and 2 situations will help you all to make the right choice when making a safety kill. As it has been said before, a safety kill gives the player the choice to make the right decision, but is not an instant kill. Use proper judgment. If a conflict arises, go find a referee or a mod/rep of the AOSC. Do not take it upon yourselves to resolve the conflict.
During a Night Game, Safety Kills are to be used as much as possible! If a Safety Kill is called on you, honor it! This is of course knowing that a player is within that Safety Range. If you call a safety kill on another player knowing they are still within regular hit range, you may be asked to leave the field immediately due to the potential consequences of unsafe play. It is left up to a Rep/mod or referee's discretion, and ultimately enforced by the field owner. Do Not Test This.
The Safety Kill Rule in statement:
A Safety Kill is when Player 1 is within the set Minimum Engagement Distance (MED) of Player 2 and calls a "Surrender", "Safety" or "You're Out!". Player 2 then has the choice of whether to honor the kill and put their dead rag on, or attempt to move to cover or fire on Player 1. If either player has their guns up and ready while shouting a surrender within 10 feet, a safety MUST be accepted. Dishonor the call at your own risk.

I had that happen to me, Dom rushed a tower in TT and i was so shocked that i lit him up
but good for him my gun was like 300. But i called my self out in the action.

Lately we have had some problems with people taking advantage of other peoples' good nature by calling bogus safety kills, among other things. Arm yourselves with the facts and politely inform other players when they violate the rules.
